Ahead of the October 2026 anniversary of the Suez Crisis, its central paradox remains instructive: military progress need not deliver political success. Israel invaded Sinai on 29 October 1956; Britain and France subsequently invaded Egypt in collaboration with Israel. The National Army Museum describes an initially successful military operation followed by a political crisis and Anglo-French withdrawal. Battlefield gains did not . The distinction matters: an operation can achieve military objectives without securing a politically sustainable outcome. Suez also produced an unexpected institutional response: the United Nations established its first peacekeeping force, rather than simply issuing another diplomatic appeal.

That response took shape through the General Assembly. Its first emergency special session under the Uniting for Peace procedure convened on 1 November 1956. On 4 November, the Assembly adopted resolution 998 (ES-I), following a Canadian proposal concerning the emergency force. UNEF I began operating in Egypt on 12 November from a temporary headquarters in Cairo. By early February 1957, it had approximately 6,000 personnel drawn from 10 UN member states. The innovation was therefore : diplomacy had produced a multinational presence on the ground, not merely a resolution on paper.

Yet the distinction between a peacekeeping force and a permanent settlement is crucial. This was the UN’s first peacekeeping force, not its first-ever peacekeeping operation: earlier observer operations belong to a different category. Nor did the General Assembly’s emergency procedure give it all the powers of the Security Council. UNEF I was withdrawn on 18 May 1967 at the Egyptian government’s request. That ending exposes the limits of the achievement. A multinational force can help manage a confrontation without resolving its political disagreements. Creating an institution is not the same as guaranteeing an enduring peace.
